Louisiana’s broadband strategy, led by Veneeth Iyengar, Executive Director of ConnectLA, is transforming the state into a national leader in broadband infrastructure. By leveraging federal funding, Louisiana is building a resilient broadband network designed to withstand future challenges. The state’s ConnectLA office, established in 2020, coordinates efforts aimed at closing the digital divide and strengthening infrastructure, with broadband deployment through BEAD funds now days away from approval. With over $1.6 billion allocated from federal funds, Louisiana is set to continue its leadership in broadband development. 

On this week’s Fiber for Breakfast episode, Veneeth emphasized the importance of investing in infrastructure that is both resilient and future-proof, especially given the state’s vulnerability to hurricanes. A key aspect of the state’s broadband strategy is the decision to bury much of the fiber infrastructure underground. This approach ensures the infrastructure will withstand extreme weather events and remain intact for the long term, proving a lasting solution. Fiber, as a solution, offers unparalleled durability and is considered best-in-class infrastructure, making it worth the investment. This investment positions Louisiana as an attractive location for future business development. For example, Meta recently chose Northeast Louisiana for the construction of the world’s largest AI data center – a project made possible by the state’s robust fiber network. This highlights the crucial role that fiber plays in driving economic development and securing significant business investments.

Louisiana’s commitment to fiber is further reflected in the allocation of its BEAD awards, with 95.4% of the funds going towards fiber projects, 2.2% for fixed wireless access (FWA), 2.1% for low-earth orbit satellites (LEO), and just 0.4% for cable. This breakdown underscores the state’s focus on deploying the most durable and scalable broadband technology to meet long-term needs.

To maximize competition and efficiency, Louisiana divided the state into 1,800 small project areas. This approach reduces the administrative burden and ensures local providers have the chance to compete, ultimately creating a more efficient broadband deployment. The state also published clear benchmarks and set funding guidelines to ensure that resources are allocated in a way that maximizes impact. This transparent process attracted 36 companies, 20 of which won funding, fostering healthy competition that ultimately drives cost saving and operational efficiency.

A key feature of Louisiana’s broadband strategy is the focus on local participation. Over 70% of the awarded funds have gone to Louisiana-based companies, with no special preference given to local providers. This outcome reflects the strong competition and the local industries ability to deliver high-quality broadband projects. Veneeth noted that the partnership between local and national companies, including T-Mobile, has been critical for ensuring the success of these projects. The collaboration has enabled the rapid expansion of fiber networks throughout Louisiana, ensuring that the state will have the infrastructure needed for long-term economic growth.
