Biarri Networks and Big Bang Broadband Align Engineering Capabilities for Industry-First Infrastructure Qualification
DENVER and ORLANDO, Fla., Aug. 6, 2026 — Biarri Networks and Big Bang Broadband LLC announced a joint evaluation to integrate Biarri’s advanced network engineering capability with Big Bang Broadband’s Infrastructure Capability Qualification™ (ICQ). The collaboration is focused on establishing the broadband industry’s first systematic preconstruction capability for determining whether physical and optical infrastructure can support declared workloads, protection requirements, advanced technologies and higher-value services before capital decisions are finalized. ICQ gives owners an actionable choice while designs can still be augmented efficiently: confirm the network is fit for purpose or evaluate evidence-supported candidate elements and improvements to close capability gaps before construction.
Starlink and expanding fixed wireless services are intensifying competition for residential-access revenues on which many fiber business cases depend, making a best-effort-only strategy increasingly difficult to sustain. Fiber remains without peer for capacity, resiliency, protection, low latency, advanced optical functions and evolving communications requirements. ICQ helps providers convert that superiority into differentiated services and diversified, sustainable revenue.
“The warning from Starlink is not subtle: more competitive pressure is coming directly at the basic Internet-access market,” said David Malfara, chief executive officer of Orlando-based Big Bang Broadband LLC. “Fiber is the most capable communications infrastructure that can be deployed. Providers investing fiber-level capital have an extraordinary platform for delivering differentiated, protected and advanced services, and their business strategies must capture the full value of that platform.”

The companies are evaluating how Biarri’s design methods and ICQ can establish network capability and identify practical augmentations where it falls short.
“Fiber gives network operators an infrastructure platform with exceptional capacity, flexibility and long-term service potential,” said John Tait, vice president of Telecom Engineering Services at Biarri Networks. “Understanding a network’s capability before construction ensures owners are making decisions about what sort of services and performance they can provide without having to dig up anything in the future. We are examining how ICQ could complement Biarri’s engineering by evaluating both network capability and evidence-backed changes to drive even further operator opportunity.”
Infrastructure capability as a revenue enabler
Developed within the Policy-Based Performance Operational Framework™ (PBP-OF), ICQ adds an actionable qualification layer to professional network design. It evaluates an engineering-approved design against potential and declared workloads, protection requirements, service objectives and technology profiles. Where the design is insufficient, ICQ identifies the gap and, where evidence permits, proposes candidate routes, network elements, capacity changes, protection arrangements or other augmentations before construction.
“Service providers should not have to wait until a customer requests an advanced service to determine whether the infrastructure can deliver it,” Malfara said. “ICQ moves that question to the preconstruction stage, when the provider still has practical choices. It allows the provider to treat fiber not merely as an access medium, but as a multifunctional platform built to provide resilient, protected and advanced communications services that can generate diverse revenue streams throughout the life of the network.”
“The objective is to give service providers a clear view of what their fiber network will be capable of, what capabilities must be preserved and what the cost and benefit trade-offs are before it is built,” Tait said. “When ICQ identifies a gap, the owner needs an evidence-supported basis for improving the design. That converts qualification into a useful capital decision before a shovel hits the ground.”
ICQ applications include Type B protection qualification; candidate protection routes, network elements and other augmentations; coordination with planned construction; shared-construction, reuse, cable-upsizing, capacity and available-fiber analysis; optical continuity and budget analysis; and QGIS-visible results, Evidence Envelopes and engineering reports.
A timely capital decision
Routes, cable sizes, fiber assignments, protection arrangements and optical architectures can be changed efficiently during pre-construction but may constitute costly modification when implemented later. ICQ couples findings with candidate solutions so the owner can compare proceeding, revising or conditionally accepting the design before capital is committed and optionality is lost.
“Broadband providers are making long-lived capital decisions in a market where service expectations and competitive alternatives can change very quickly,” Malfara added. “Fiber gives them the strongest infrastructure platform available. The companies are evaluating technical compatibility, implementation responsibilities and the commercial structure for an integrated offering intended to establish a new category of actionable preconstruction infrastructure-capability qualification.
