Fiber for Breakfast Week 36: Washington’s Broadband Buildout: What’s Happening Now?
Broadband programs spend years in planning, mapping, applications, and approvals. But eventually, the work has to move from paper to the field. That is where Washington state finds itself now.
This week’s Fiber for Breakfast focused on what happens after a state receives approvals and begins turning a major broadband investment into real projects, real contracts, and ultimately, real connections. Gary sat down with Jordan Arnold, Director of the Washington State Broadband Office, to discuss how the state’s broadband strategy is taking shape. Arnold stepped into the role in January 2026, just before Washington received federal approval for its final BEAD proposal. The state is now working through the early implementation phase, with 26 subgrantees, contract signatures underway, environmental and historic preservation reviews moving, invoices being approved, and early construction getting closer.
Washington’s broadband landscape is not simple. Arnold described a state with strong support for digital inclusion, public utility districts, tribal broadband providers, research and education networks, and a geography that makes deployment expensive and complex. Mountains, coastlines, culturally sensitive sites, and 29 federally recognized tribes all shape how broadband policy must work in Washington.
The BEAD results reflect that complexity. Washington is moving forward with a broader mix of technologies including fiber, fixed wireless and LEO satellite. That mix may look different than the state’s original fiber-focused vision, but it reflects the reality of trying to connect hard-to-reach locations across one of the most geographically complex states in the country.
Arnold was clear that the outcome is not perfect, but she was also careful not to dismiss the value of what BEAD will still accomplish. “It’s going to connect a ton of people,” she said. “It’s going to create miles and miles of new fiber in Washington. It’s going to get people connected who need connections.”
That balance became one of the most important themes in the discussion. BEAD is meaningful. It will connect households and businesses that have waited far too long. But it also will not answer every question facing the broadband industry today.
Gary pushed on that point, especially as AI begins changing traffic patterns, latency requirements and the role of fiber infrastructure. A program designed years ago to close last-mile gaps now exists in a world where communities also need capacity, resiliency, and networks that can support the next generation of applications. Arnold acknowledged that BEAD, as a last-mile program, was never designed to solve all of those broader infrastructure questions.
That is where Washington’s history matters. Arnold pointed to NoaNet, a middle-mile network created by public utility districts more than two decades ago, as an example of forward-looking infrastructure planning. That kind of long-term thinking may be increasingly important as states consider what comes next after BEAD.
The conversation also made clear that some work remains unfinished. Arnold said Washington did not see the tribal outcomes it had hoped for under BEAD, so the state is looking for other ways to support tribes, including a new funding opportunity to help with Tribal Broadband Connectivity Program application expenses. Affordability is another piece, with Washington working to catalog low-cost broadband options and support Lifeline outreach through workforce development programs.
What comes through is that Washington’s broadband work is entering a more practical, more complicated phase. The state is getting money out the door and working to keep projects moving, but the bigger questions are still there: how to build resilient networks, how to support tribal communities, how to keep service affordable, and how to prepare for a future defined by AI, capacity, and constant connectivity.
BEAD may be a once-in-a-generation investment, but it is not the end of the broadband story. In Washington, it is the beginning of the next test: turning funding into infrastructure that connects communities today and keeps them connected for what comes next.
