Construction of Outside Plant Fiber Optic Infrastructure
The Confederated Tribes of Siletz Indians (CTSI) is requesting proposals from qualified contractors to furnish, install, and test outside plant fiber optic infrastructure along and adjacent to Moonshine Road, north of Logsden Road in Lincoln County, Oregon. The project will extend high-capacity, reliable broadband as part of CTSI’s federally funded broadband deployment and requires vendors who can manage materials procurement, construction, testing, and documentation in compliance with Tribal, federal, and state requirements.
The selected contractor will provide new, standards-compliant fiber materials; coordinate delivery and construction schedules; support warranty administration; and work closely with CTSI and its partners to maintain project timelines. Proposals will be evaluated on cost competitiveness, delivery and construction schedules, adherence to specifications, and Indian preference.

RFP issue date: January 8, 2026

Pre-proposal meeting (virtual): Tuesday, January 27, 2026 at 1:00 p.m. PST.

Deadline to submit written questions: Tuesday, January 27, 2026 at 1:00 p.m. PST

Minimum posting period: Solicitation will be posted at least 30 days prior to the proposal due date.

Proposal submission deadline: Tuesday, February 17, 2026 by 12:00 p.m. Pacific (electronic submission only).

Public bid opening: Tuesday, February 17, 2026 at 12:00 p.m. Pacific at the CTSI Admin Conference Room, 201 SE Swan Avenue, Siletz, OR 97380.

Proposal validity period: All proposals must remain valid for ninety (90) days from the date received by CTSI.

Post-award contract execution: Following notice of award, the successful bidder must execute the CTSI contract and submit required documentation and bonds within 10 days
