FBA Supports ‘Moving Toward Opportunity for All: The Future of Universal Service Reform’ Paper

AUGUST 17, 2026—The Fiber Broadband Association (FBA) released the following statement today in support of the Future of the Universal Service Fund (USF) Task Force’s policy recommendations paper, “Moving Toward Opportunity for All: The Future of Universal Service Reform,” alongside a group of communications, education, labor, civil rights, and public-interest organizations:

“Universal service is an enduring national commitment that is essential to ensuring communities have reliable connectivity for education, healthcare, commerce, and other critical services. While infrastructure investments support broadband deployment, a strong and sustainable USF remains necessary to address long-term network operations, maintenance, cybersecurity, resilience, and affordability.

“FBA supports the paper’s focus on strengthening the legal and financial durability of the USF, establishing predictable and sustainable funding, modernizing affordability programs, improving program administration and accountability, and preparing networks for evolving connectivity needs.

“As demand for broadband continues to expand, policymakers must ensure they remain reliable, secure, and capable of meeting growing demands. FBA appreciates the Task Force’s collaborative approach and its recognition that universal service reform must preserve the program’s core mission while creating a flexible framework for the future.

“FBA looks forward to continuing to work with Congress, the Federal Communications Commission, and stakeholders across the broadband community to advance durable universal service policies that connect and support communities nationwide.”
