Roger Timmermanhas served as Executive Director of UTOPIA Fiber since 2016, bringing over 20 years of experience in telecommunications and information technology leadership. A recognized expert in network architecture and broadband infrastructure, Roger has led efforts to design and deploy open-access fiber networks that serve communities across the western United States. His previous roles include Vice President of Engineering at Vivint Wireless, Chief Technology Officer at UTOPIA Fiber, Network Engineer at iProvo, and Network Product Manager at Brigham Young University. He holds both a Bachelor of Science and a Master of Science in Information Technology from Brigham Young University.

As an designer, builder, and operator of broadband networks for over 20 years, I know all the in-and-outs of what it takes to be successful in this industry. I have a passion for bringing all of the benefits that fiber brings to communities across the country. With a strong technology background, I love to share experiences and educate on how to use the latest technologies and how fiber can enhance and enable the latest technologies.
Describe your current position and functional responsibilities to your company.
I am currently the CEO of UTOPIA Fiber. As a relatively small operator, I am very involved in the day-to-day functions of our company. From technology decisions, operations, financing, governmental partnerships, staffing, sales, and growth strategies, I rely on an amazing team at UTOPIA Fiber and do my best to contribute and to support the success of our organization.
What was your previous position, and how long did you hold that position before transitioning to your current one?
I was the Vice-President of Engineering for Vivint Internet, which was a wireless ISP startup that quickly grew to 20k subscribers and then was sold off and dissolved into other companies. I held the position for the life of the startup, which was about 3 years.

Please provide a short overview of your experience with telecommunications, fiber optics, and FTTH technologies.
I have been designing, building, and operating fiber broadband networks for 20+ years including for Brigham Young University, Provo City, Vivint Internet, and UTOPIA Fiber. In addition to providing broadband services, I have hands-on experience with various deployments of applications including IPTV systems, VOIP systems, Public Wi-Fi, wildfire detection systems, air quality sensor networks, access control systems, various software and server installations, and cybersecurity systems. I hold both a BS and MS in Information Technology and my masters these was on Open-Access Fiber-to-the-home networks, published in 2009.
Please describe the goals you would like to accomplish during your term as Fiber Broadband Association Board Member.
I would like to see dramatic investment in further expansion of FTTx throughout the country.
I would like to promote the improvement of Internet-based services to take advantage of the higher capacity, lower latency, and reliability of fiber.
I would like to see a dramatic increase in the ease-of-use, security, and capabilities of home-automation/smarthome solutions.
I would like to see dramatic investment in smartcity, precision agriculture, and sustainable technologies as a result of fiber availability.
Please describe the level of commitment (in terms of time and effort) that you intend to make to the Association during the three-year term.
I commit to attending all Fiber Connect Conferences, FBA board meetings, and at least 75% of Regional Workshops, at least 75% of assigned Committee meetings, and to participate in as many webinars and other events as they become available.

I believe there is enormous opportunity in expanding the role and importance of the FBA into other industries that are related to the connectivity that fiber broadband brings (i.e. Consumer Electronics, Smart-City, Precision Agriculture). I believe there is also enormous benefit to the organization as we support partner or sub-organizations such as LATAM. If elected, in addition to my responsibilities as a board member, I will increase my involvement in these partner organizations and other industry groups to benefit the FBA organization’s influence and to create additionalopportunity for its members.

With over 30 years of experience in the ICT and broadband industries, Paul has built a career dedicated to advancing network deployment and bridging the digital divide.
He previously led international business expansion at Superior Essex Communications and served as Vice President of Global Development and Support at BICSI. Throughout my 30+ year career, I have worked across the entire broadband ecosystem, from design and manufacturing to installation, construction, and association leadership, serving regional, national, and international companies and clients.
As Vice President of Fiber Deployment at Watch Hill Technology Group, I founded and led a national division overseeing fiber construction and installation across diverse markets. This hands-on experience has provided me with a deep understanding of the complex realities of network deployment, encompassing strategic planning and financing, supply chain logistics, workforce management, and service activation.
I bring a strategic lens grounded in operational expertise, with a clear view of how policy, funding, and standards translate into field execution. Having represented both manufacturers and contractors, I’m able to bridge perspectives across the broadbandecosystem, OEMs, distributors, engineers, contractors, and operators—ensuring FBA decisions reflect the full value chain.
My governance experience includes serving on the boards of APOLAN and the Fiber Connect Council MENA, as well as active roles on FBA’s Education and Marketing Committees. With an MBA in International Business, RCDD certification, Spanish fluency, and global experience across North America, LATAM, and MENA, I offer both business rigor and cultural insight.

Describe your current position and functional responsibilities to your company.
I serve as Vice President of Fiber Deployment at Watch Hill Technology Group, where I lead our nationwide fiber construction and installation operations. My responsibilities include overseeing the design, construction, and delivery of turnkey fiber broadband projects, managing execution from permitting and construction through testing and turn- up, and ensuring projects meet the highest standards of safety, quality, and performance.
These are the same challenges mirrored by members of the Fiber Broadband Association across the nation. This direct operational insight allows me to ensure that the Association’s strategies remain aligned with the real-world needs of those designing, building, and deploying broadband networks.
What was your previous position, and how long did you hold that position before transitioning to your current one?
For more than three years, I served as Head of International Business at Superior Essex Communications, where I led the company’s global market expansion and strategic partnerships in the fiber and telecommunications space. In this role, I worked closely with customers actively deploying fiber around the world, giving me valuable insight into regional differences, regulatory challenges, and deployment strategies, perspective that continues to shape my work today.
During this time, I also served on the boards of APOLAN and the Fiber Connect Council MENA, contributing to governance, strategic planning, and bylaw development. I joined the Fiber Broadband Association’s Education Committee as well, marking the start of my direct involvement with FBA. My candidacy for the 2024 FBA Board of Directors, though not elected, reinforced my commitment to the Association and clarified how I could best contribute to its mission.
In addition, I spent nearly a decade at BICSI as Vice President of Global Development and Support, where I partnered with the Board to advance governance, standards, and education internationally. This experience deepened my appreciation for bridging the priorities of for-profit businesses and nonprofit associations, a perspective I continue to bring forward.

APOLAN (Association for Passive Optical LAN): Served as Secretary until mid- 2024, providing leadership in governance, board operations, and association initiatives. Continued as a special consultant to the Board after my officer term ended, supporting strategic projects.
Fiber Connect Council MENA: Served on the Board in 2024 and continued as Director of Strategic Implementation following my elected term, playing a key role in the Council’s governance, strategic planning, and the rewrite of its bylaws.
In addition, I bring nearly ten years of governance experience as Vice President of Global Development and Support at BICSI, a professional membership association. In that role, I partnered closely with BICSI’s Board of Directors to advance international standards, professional education, and global membership growth, giving me a strong foundation in nonprofit governance, fiduciary oversight, and aligning strategy with member needs.

Watch Hill Technology Group has been a Premier Member of the Fiber Broadband Association for just over a year, having joined in September 2024. Although Watch Hill’s corporate membership is recent, it reflects a deliberate and ongoing commitment to supporting the Association and advancing its mission.
My personal engagement with the Fiber Broadband Association predates Watch Hill’s membership. I have participated in FBA activities for several years, including serving on the Education Committee since my tenure at Superior Essex and, more recently, contributing to the Marketing Committee. This continuity ensures that I bring not only Watch Hill’s full organizational support but also a long-standing individual commitment to the Association.

I first engaged with the Fiber Broadband Association in 2016, while at BICSI, by fostering collaboration with its LATAM Chapter. That early engagement introduced me to the Association’s mission and the value of alignment across industry organizations.

I bring more than 30 years of experience in the Information and Communications Technology (ICT) industry, with extensive involvement across the full fiber lifecycle. My background spans distribution, fiber and ICT network installation, design and estimating, project management, and manufacturing, and deployment programs.
I currently serve as Vice President of Fiber Deployment at Watch Hill Technology Group, where I oversee nationwide fiber construction and FTTH deployment projects. My work encompasses the entire scope of network rollout, from permitting and directional boring to splicing, testing, and final turn-up, with a focus on safety, quality, and efficiency.
Earlier in my career, I led international business at Superior Essex Communications, where I worked with customers worldwide on fiber deployments. I also spent nearly a decade as Vice President of Global Development and Support at BICSI, advancing global standards and education in telecommunications, including fiber optics.
I hold multiple industry credentials, including RCDD, RTPM, ESS, and ICT Technician certifications from BICSI, as well as an MBA in International Business. This technical foundation, combined with global experience across the U.S., Latin America, and the Middle East, provides me with a comprehensive perspective on FTTH technologies, deployment challenges, and growth opportunities. Please describe the goals you would like to accomplish during your term as Fiber Broadband Association Board Member.
During my tenure, I aim to address the pressing challenges facing the fiber construction and deployment community, as these directly impact the success of broadband expansion.
First, the fiber broadband industry faces a significant workforce shortage. Deployment is growing faster than we can train and qualify people, which threatens both project timelines and quality. I will be an advocate for workforce development, specifically by expanding the visibility and adoption of FBA’s OpTIC PATH training and certification programs within the construction and deployment community.
Second, the growing demand for skilled labor is driving higher wages, while many clients are simultaneously seeking lower costs and extending payment terms. This tension often places construction teams under significant pressure, compromising quality to meet deadlines and stay on budget. I want to champion the importance of quality over shortcuts, raising awareness of the risks associated with underfunding, undervaluing, or rushing fiber deployment.
Third, forecasts for fiber deployment through 2025–2030 suggest potential shortages of key materials, which will add further strain to construction schedules. I want to bring the perspective of the construction teams, the people actually building these networks, into Board discussions so that the FBA can proactively address these challenges on behalf of its members.
In short, “I want to ensure the perspective of building those networks is represented in Board discussions, complementing the voices of operators, manufacturers, and other members to ensure that the Fiber Broadband Association’s strategies reflect the realities of workforce, financial, and supply pressures facing deployment companies today. By bringing the construction and deployment perspective, which is currently underrepresented on the Board, I will help ensure that the Association’s initiatives are grounded in the practical realities of building broadband networks, while also promoting long-term sustainability and quality.

I am fully committed to meeting and exceeding the responsibilities of a Fiber Broadband Association Board Member. I will prioritize attending all Board meetings, whether virtual or in-person, and will devote the necessary preparation and engagement to contribute meaningfully to discussions and decisions. I also look forward to serving as a liaison to committees and working groups, ensuring that their initiatives receive full support.

Lori Adams is a seasoned telecommunications attorney, strong fiber broadband advocate and senior executive with more than 20 years of experience in both government and the private sector. Lori has expertise in business development, federal and state telecommunications policy, legal and regulatory matters, grant funding, municipal broadband, strategic planning, and project management for large, complex initiatives. She is also experienced in public policy, government affairs, lobbying, and public speaking.
Please summarize why you consider yourself an excellent candidate for the FBA Board of Directors?
Throughout my career, I have been driven by the belief that every community in this country deserves access to fiber infrastructure. This isn’t just about providing robust, high-speed internet today—it’s about ensuring future-proof networks that can scale to support emerging technologies such as AI. Short-term, stopgap solutions may offer immediate appeal, but they cannot stand the test of time. Only fiber can deliver the applications, services, and innovations of the future.
I am deeply passionate about this work and have been a leading public advocate for fiber. My approach goes beyond words—I take action. I believe in collaboration to achieve shared goals, whether that means partnering with competitors or building coalitions of like-minded organizations. In today’s policy environment, where fiber is not always prioritized, it is more important than ever that we work together to keep fiber at the center of our nation’s broadband and telecommunications strategy.
I have relationships across the industry, within state governments and beyond, that I will leverage to help support the mission of the FBA. This includes working closely with FBA premier members and the general membership. As a member of the Board, I pledge to be a visible leader for FBA and the organization at large to further the goals of the association in this challenging time.
Describe your current position and functional responsibilities to your company.
Currently, I am the Vice President of Broadband Policy & Funding Strategy for Nokia’s Network Infrastructure business group. In 2023, I was part of the core team that helped Nokia achieve Buy America compliance for the BEAD program, culminating in a joint event with Vice President Kamala Harris and U.S. Secretary of Commerce Gina Raimondo announcing U.S. manufacturing of select Nokia broadband products.
In my functional responsibilities, I lead Nokia’s go to market strategy for increasing participation in government funded programs by supporting sales teams, customers, partners, distributors and others. In this capacity, I serve as Nokia’s subject matter expert and spokesperson on all federal funding programs and broadband policy. In the last three years I have spoken at over 75 events including keynotes, conference panels, webinars, podcasts, internal events, partner events and media events as well as authoring more than a dozen articles and blogs. I am directly responsible for over 250+ engagements and filings with state broadband offices regarding BEAD and Buy America. I work closely with Nokia’s federal government affairs team on lobbying and engagements with federal agencies and lawmakers on broadband policy and federal funding program issues. This includes close collaboration with associations and industry partners.
Internally, I regularly provide executive updates across Nokia’s various divisions and product teams. I am responsible for creating and updating collateral on funding programs for internal and external use as well as meeting with customers on request by sales teams to assist with federal funding strategy and understanding of program requirements. I also work closely with sales and business operations to assist with implementing solutions on critical business issues, including eliminating internal barriers to sales as well as legal and compliance concerns related to funding programs.

When I joined Nokia in January of 2022, I took on the role of Senior Director of Broadband Policy & Funding Strategy within the Nokia Government Affairs Team. After approximately 18 months, I was promoted to Vice President of Broadband Policy & Funding Strategy and subsequently moved from the Government Affairs team into the sales organization to lead the Go to Market strategy for all government funding programs and to support customers, partners, associations and external relationships directly with the state broadband offices.

I have been a passionate contributor to the FBA both publicly and behind the scenes for the last 15 years. I’ve delivered multiple keynotes, served on and moderated panels, presented on webinars and published articles in support of the Association. Additionally, I’ve worked closely with Gary and Marissa to share intelligence and support negotiations on the Buy America waiver, BEAD reset and other issues. The industry relationships I’ve cultivated span the entirety of the broadband ecosystem allowing me to bring a breadth of knowledge and perspectives from consultants, construction companies, manufacturers, trade associations as well as government officials at the local, state and national level.

Please provide a short overview of your experience with telecommunications, fiber optics, and FTTH technologies.
I am a Maryland-licensed attorney and began my career in telecom nearly 25 years ago as a Government Affairs Manager with Comcast in Montgomery County, MD. I was subsequently appointed Cable Administrator for Howard County, MD, where I led efforts to secure a $115 million grant through NTIA’s Broadband Technology Opportunity Program (BTOP). For this initiative, I authored the grant application and then directed the project on behalf of a consortium of nine local governments and the state of Maryland, building a coordinated middle-mile network that connected every county and over 1,000 anchor institutions with fiber. To date, this remains the largest middle-mile network in the U.S. owned exclusively by state and local governments.
After completing that project on time and under budget, I spent nearly a decade consulting with rural communities to bring fiber broadband to some of the most underserved locations in the country. My current role at Nokia, detailed elsewhere in this questionnaire, has broadened my expertise to include supply chain and manufacturing, including leading efforts to negotiate the Build America Buy America waiver with the Department of Commerce.
Throughout my career, I have focused on wireline technologies, building networks and overseeing all aspects of deployment—from planning to implementation—while increasingly engaging in policy, procurement, and strategic initiatives to advance broadband nationwide.
Please describe the goals you would like to accomplish during your term as Fiber Broadband Association Board Member.
We are at a pivotal time in our industry, where for the first time in many years, fiber is no longer prioritized by the federal government as the technology of choice. This is evidenced by the de-prioritization of fiber for BEAD in the attempt to make the program technology neutral by favoring the cost of deployment over need to provide every American with access to high-speed networks and future proof infrastructure.
This presents a unique set of issues for FBA where the organization will need to come up with effective and creative ways to continue to push the federal government on fiber prioritization while also reaching out directly to Governors and states who will have a significant role in furthering fiber deployments within their states. As such my top 3 goals are as follows:
Work with the states and the federal government to protect the BEAD non- deployment funds so they may be re-purposed for fiber infrastructure to support data centers and AI in the states.
Advocate for state legislatures to appropriate state funds for fiber initiatives, workforce development and adoption initiatives to support broadband, data centers and AI to pick up where the federal government falls short.
Develop a broader coalition of industry groups including private equity companies that are investing in fiber projects and consolidating providers, fiber technology vendors that are onshoring manufacturing to support the US market, public interest groups and others to both achieve collective goals and bring in new members for FBA.

I commit to attending all of Fiber Broadband Association’s conferences and events. I will continue to prioritize participating in committee calls and policy events, board meetings and be present for other events as they develop. I anticipate that this will equate to approximately 10-15 hours of time per month exclusive of in-person events.

Over the past five years, I have been deeply engaged with FBA—participating in conferences and events, consulting on strategy, and shaping external messaging and advocacy. John George has served with AT&T, Lucent Technologies/Bell Labs, OFS and now Lightera for 42 years. Lightera designs, develops, and manufactures optical fiber, fiber optic cable, connectivity, and specialty fiber solutions. He currently leads Lightera’s Business Development, Applications Engineering, and Fusion Splicer teams. John has publishedand presented in various forums, served on the Fiber Broadband Association’s Board of Directors, and currently chairs the FBA Technology Committee. John is located in the Lightera optical fiber manufacturing facility in Norcross, GA. He has a Bachelor of Mechanical Engineering from Georgia Tech and a Master of Science in Engineering Administration from Virginia Tech and holds 10 patents.
Please summarize why you consider yourself an excellent candidate for the FBA Board of Directors?
I have the experience, motivation, and vision to guide the FBA in its mission to accelerate the deployment of all-fiber networks to all in America and enable communities to leverage the economic and societal benefits of fiber-optic technology. I have been consistently supporting the FTTH Council (now FBA) since its founding year in 2001, guiding the education program, serving on the Board of Directors, and as Chair of the Technology Committee.
My deep understanding of FTTH Technologies and applications, and active participation in the industry serving leading deployments from the beginnings of FTTH give me valuable perspective on how the FBA can more effectively achieve its goals and mission. In addition, I will apply knowledge of AI fiber architectures and requirements to help guide FBA toward facilitating the fiber deployments essential to enable the promise of AI across America.
Describe your current position and functional responsibilities to your company.
I lead a team responsible for Business Development, Applications Engineering, and Fusion Splicers. We cover applications including Fiber Broadband, Data Centers,Artificial Intelligence, and Advanced Networks using new emerging fiber technologies including hollow core and multicore fiber and fiber optic sensing.

From 2005 – 2008 I led a team developing FTTH solutions.

John has helped develop new technologies for FTTH, Data Center, and Enterprise applications, including 10 Gigabit Multimode fiber, bend insensitive single-mode fiber, low visibility fiber solutions for MDU deployments, fiber optic sensing and holds 10 patents. John actively participated in the creation of key IEEE 802.3 standards including 10 Gigabit Ethernet, and Ethernet in the First Mile.John has a deep understanding of FTTH technologies and capabilities including GPON, Active Ethernet, RFoG, XGS-PON, NG-PON2, 25G/50G/100G-PON. John’s team at Lightera configures FTTH cabling system solutions forcustomers unique needs and provides training on the installation and applications for these solutions. John has published over 30 articles and papers relating to optical fiber technology and FTTH. John also understands the capabilities of alternative broadband technologies such as wireless, HFC, Satellite, and xDSL.
Please describe the goals you would like to accomplish during your term as Fiber Broadband Association Board Member.
FBA has succeeded over the years facilitating the deployment of fiber broadband to over half of America, and through private investment, BEAD, and other programs we expect 80 – 90 percent of households will have fiber available by 2030. Much of this success has been enabled by the FBAs efforts since 2001.
With fiber penetration nearing 100% FBA will need an objective, strategy, and plan to continue serving its members. Going forward I will work with the BOD to
1) Facilitate the fiber build necessary to support AI which elevates human productivity and experience.
2) Help complete the public and private fiber deployment that offers all in America the benefits of fiber broadband
3) Accelerate copper replacement with fiber
4) Enable FBA members and Communities to benefit from fiber broadband, AI, sensing, and new applications.
Please describe the level of commitment (in terms of time and effort) that you intend to make to the Association during the three-year term.
I am fully committed to support and participate in the BOD meetings and support the BOD as required.
If I elected, I would offer the Technology Chairmanship to a successor and would be willing to serve as technology committee liaison and AI committee liaison.

I joined the FBA in 2013, but my company, PLP, has been a member of the association since its inception including the global FBA sister organizations. I am National Sales Manager at PLP and am responsible for a network of direct and contract sales people, creating and meeting sales and budget forecasts, and most importantly supporting fiber projects across the United States by partnering with operators, engineers, and contractors to ensure their physical infrastructure gets installed and operates in a highly reliable way. I live in Fort Worth Texas with my wife of 16 years, Rachel, and daughters Macy (14) and Molly (12).
Please summarize why you consider yourself an excellent candidate for the FBA Board of Directors?
Since my first day at the FBA, I have supported its mission through committee membership and leadership. I am proficient at networking with people through listening to their needs and concerns and ultimately delivering results for them, both inside the FBA and in my professional role. As a board member I will bring transparency, a domestic manufacturers perspective on supply chain and deployment solutions, and a capability to support the FBA in a non-biased way to achieve the best possible outcomes for the membership at large.
Describe your current position and functional responsibilities to your company.
At PLP, as National Sales Manager, I am responsible for leading our U.S. Communications Division through sales growth, network application, and industry advocacy. I have 5 direct reports, and 21 indirect reports that I am responsible for training and leading every day. P&L, forecasting, solution development, solution application, contract negotiation, and key account management are direct responsibilities that I have to fulfill. I work across our teams of engineers, marketing, marketing communications, buyers, legal, manufacturing and IT departments to solve challenges facing network operators on issues ranging from having the right material where and when they need it, to juggling compliance requirements, to developing and executing training programs. I have personally supported deployments of operators large and small, but I am proud specifically of the work we do to support US Military bases around the globe with a wide range of training initiatives which support their legacy copper infrastructure and their ever–expanding fiber network assets. I will address my industry advocacy, particularly for the FBA, through the remainder of the questionnaire.

My previous position was Western Regional Sales Manager which I held for 5 years, but I have been with PLP for 13 years altogether.

No I have not. The FBA is the only board I am interested in joining because of the relationships I’ve made and continue to make here as well as FBA’s mission to provide a fiber connection for reliable broadband to every facility in the United States.

PLP has been supporting this organization for 25 years including its first conference in Las Vegas.

I have personally been to every Fiber Connect, almost all of the Regional Fiber Connect events, and every Fiber Day on the Hill since 2013.

I joined the FBA’s technology committee in 2014 and participated in that until I, and a couple others, formed the Ad Hoc Deployment working group in 2018. The Deployment working group was renamed the Deployment Specialist Committee after our charter was adopted in 2019. I currently chair the Deployment Specialist Committee and Co-Chair the Education Committee.

The thought leaders I have been blessed to work with have supported 4 whitepapers I have been project manager on that have been published. These papers are “The Road to 5G is Paved with Fiber” (which I named), “Microtrenching Accelerates Fiber”, “Accelerating Utility Locates”, and “Local Permitting for Fiber Network Projects: The Good, the Bad, and the Ugly”. My support has ranged from writing the majority of the body of these items, to compiling contributions from subject matter experts and filling in the gaps, to coordinating the movement of the paper across parties to write and review that led to submission, each project is different. These whitepapers have been drafted while I was working shoulder to shoulder with companies like GFiber, Ting, Crown Castle, Dycom, Lightera, Vermeer, Clearfield, Corning, Nokia, Utilisource, Mears, Horrocks, Graybar, and more.
When the Deployment Working Group was in its infancy, we championed a safety summit in Washington DC that included multi-state 811 and multi-organizational support in the CGA and the PCCA. Damage prevention and safety have been a key pillar we’ve included in the Deployment Specialist Committee’s content as safety is a mission critical priority in utility deployment.
In 2020 I worked with Mark Boxer from Lightera and Gene Scott from Greenlight Community Broadband in Wilson, NC, to develop the structure of the OpTIC Path®, which I also named and provided content creation services for which is still going on today. I was part of the pilot program when we launched OpTIC Path at Wilson Community College in Wilson, NC, and was instrumental in connecting FBA to Learning Alliance Corporation, where I personally lectured and PLP supported with hands on training which has led to hundreds of military veteran technicians graduating and finding jobs amongst many broadband carriers including Frontier, which I also manage as a key account at PLP. The work I performed and continue to perform on behalf of the OpTIC Path® led me to supporting the Education Committee as the co-chair. I championed and am currently working on a Tribal FBA Pilot Program that will hopefully change the lives of many Native Americans for years to come. My dedication to the development of this program and other FBA support led to my acceptance of the FBA’s Photon Award in 2023.
I was part of the planning committee for Fiber Connect 2025’s OpTIC Path Rodeo and co-emceed that event.
I have been part of the planning committee for the FBA’s Public Policy led Event, Fiber Day on the Hill in Washington DC and have supported some of the fly-ins to Washington DC to lobby for more support of Fiber Broadband from lawmakers in Washington DC.
Please provide a short overview of your experience with telecommunications, fiber optics, and FTTH technologies.
I have been in the broadband industry since 2006. While my professional experience has led me to support the manufacturing sector of this industry, the nature of what I do for PLP has allowed me to collaborate with Operators, Contractors, Engineers, OEMs and Associations that all have supported my professional growth and knowledge of fiber optics. I have negotiated, sold, trained, lectured, and moderated within the fiber broadband ecosystem for two decades. My experience with fiber relates to all areas where the cable jacket gets opened for the fiber to be worked on, an area in which I received a product patent, as well as terminating strand or fiber optic cables directly to poles in the case of ADSS.My top priority is to make sure fiber broadband infrastructure is built with quality and in accordance with the standards my company has helped develop since its first commercial installations in the 1980s.Listening to my customers with a true intent to help them improve their outcomes is a strength that I will bring to the FBA board.
Please describe the goals you would like to accomplish during your term as Fiber Broadband Association Board Member.
As an FBA Board member that has worked from the ground up in the organization, one of my primary goals would be to improve the alignment of the FBA leadership and the work that happens in the committees, the FBA’s greatest member outreach mechanism. The community platform the FBA created will be a strong tool to help that alignment goal to become a reality.
I would like to support the FBA’s public policy initiatives that intersect with deployment challenges like Permitting, Safety, Locating, Pole Attachments, Railroad Crossings, but also elevate the need for training funding to be made available so we can streamline the pipeline of young people that may not have a clear occupational path into the Broadband industry.
I would like to continue to support FBA’s training mission through advocacy for the OpTIC Path Program as I have done in the past but will be better aligned through board membership in the future. We will need to fill critical roles in our industry such as technicians, linemen, locators, but also to extend into white collar professions like engineering and manufacturing roles.
Because I work for a global manufacture that is headquartered in the United States, I am positioned to support any supply chain, tariff or compliance initiatives that develop as well.

My dedication to the Fiber Broadband Association is apparent to others that are along the same advocacy path in the FBA. I bring 24+ years of leadership in engineering and global supply chain management, scaling critical projects for KGPCo and Verizon both domestically and internationally. My expertise—and passion is in Outside and Inside Plant engineering and construction, where I led end-to-end OSP operations and pioneered Verizon’s first 5G build from New Jersey to Miami. In supply chain, I transformed U.S. Sourcing operations, establishing Verizon Services in Dublin, Ireland, earning Verizon’s Credo Award, the company’s highest honor.
Since joining KGPCo in 2023 as Vice President of Business Development and Strategic Partnerships, I have spearheaded BEAD strategic planning and execution and aligned on my goal of serving on the FBA Board of Directors. As Supply Chain Working Group Chair, I presented our whitepaper in September, helping members anticipate future industry challenges. I also lead FBA’s inaugural Dolly Parton Imagination Library initiative, driving member engagement and serving as liaison with the foundation, and actively contribute to the Public Policy and Conference Committees.
I hold an MBA from Rutgers University and a BS from Emerson College, with executive education at Harvard, Wharton, and Penn State. Recognized as an ISE Visionary (2019) and Woman of Achievement (2024), I bring both credibility and vision. At KGPCo, I lead BEAD strategy and execution, giving me a front-row view of today’s federal broadband initiatives. My long-standing engagement with the Fiber Broadband Association has shaped my professional growth, and I am committed to advancing its mission with results-driven leadership, deep industry knowledge, and a collaborative spirit.

Please provide a short overview of your experience with telecommunications, fiber optics, and FTTH technologies.
I have over 24 years of leadership experience in the telecom industry, including 22 years in management with Verizon, where I began as a field foreman managing union Outside Plant technicians in New Jersey. Over the course of my career, I advanced through roles of increasing responsibility in Network Engineering, Outside and Inside Plant, Supply Chain, and Sales Operations.
At Verizon, I led the 5G RAN fiber build, managing a team of more than 200 engineers, project managers, and 24 construction contractors to deliver 16,000 miles of fiber across 17 markets, including three Super Bowls. During COVID, my team launched the Build Operations Center, leveraging advanced data analytics to support fiber deployment in 72 markets. I was later promoted to lead the Dispatch Resource Center, directing all fiber installation and maintenance operations for Manhattan, and subsequently led the National Sales Operations team overseeing fiber installations for MDUs, MTUs, and SFUs nationwide.
My supply chain leadership included managing global operations for Verizon Services Solutions, directing four international business operations partners in India, the Philippines, and the Czech Republic. These teams were responsible for forward and reverse logistics and global order management.

I’m Martha Galley, and I’ve spent over 40 years leading strategic and operational initiatives in the software and cloud industries across global markets. Today, I serve as the Chief Sustainability Officer at Calix, where we provide platform, cloud, and managed services solutions to the broadband industry.
Throughout my career, I’ve focused on customer experience & success, go-to-market strategy, and sales. I’ve held executive roles at Microsoft, Salesforce, and Calix, where I’ve built new businesses from the ground up, essentially acting as an intrapreneur within each organization. I’ve led efforts to open new markets, expand into international regions, and reimagine global engagement and success services. I’ve also leveraged AI and analytics to help customers gain deeper business insights.
Operationally, I’ve grown businesses by more than 100% year-over-year, led teams of over 300 people, built global organizations across 20 countries, and consistently delivered revenue growth and margin expansion. I’ve managed P&Ls ranging from $350M to $800M, overseen both direct and channel sales, integrated acquired companies, and turned around struggling business units.
What drives me is building high-performance teams and forging strong strategic partnerships. I’m deeply committed to delivering exceptional customer experiences, driving operational excellence, and supporting employee development. I also prioritize creating a positive, inclusive, and diverse workplace culture.
At Calix, I’m proud to serve as the executive sponsor for our Employee Resource Groups. I also co-chair the Women in Fiber committee at the Fiber Broadband Association, sit on the Industry Advisory Council for the President of Smith College, and am a member of Reno Women for Good. I’m deeply passionate about the mission of the Fiber Broadband Association, especially its commitment to digital equity. I believe that a person’s opportunity and potential should never be limited by the zip code they live in. Expanding fiber access is a once-in-a-generation opportunity, much like rural electrification or the development of the interstate highway system. It’s not just about deploying technology, it’s about transforming lives and communities.
While having compelling technology like fiber is essential, it’s not enough on its own to drive the societal change we’re aiming for. We also need to communicate the value of this transformation in ways that inspire action and build momentum. That’s where I believe I can bring unique value to the FBA Board. I’ve spent my career leading strategic initiatives, building high-performing teams, and driving customer engagement at companies like Microsoft, Salesforce, and Calix. I understand how to translate complex innovation into meaningful impact.
I also know how to build and grow communities. I founded the customer communities at both Salesforce and Calix, and I’ve seen firsthand how engagement and advocacy can fuel organizational success. I would bring that same energy and experience to help FBA expand its membership, deepen engagement, and amplify its voice across the industry.

Describe your current position and functional responsibilities to your company.
I currently serve as the Chief Sustainability Officer at Calix, a role I’ve held since June 2023. In this position, I lead our sustainability strategy across products, people, supply chain, and enterprise infrastructure. My responsibilities include aligning the organization around our sustainability goals, communicating our progress to stakeholders, and ensuring regulatory compliance and disclosure. I report quarterly to the Calix Board of Directors, regularly engage with investors and media, and serve as an executive sponsor for key customers. My role is deeply cross-functional and externally facing, allowing me to influence both internal operations and industry-wide conversations around sustainability and innovation.
What was your previous position, and how long did you hold that position before transitioning to your current one?
Before stepping into my current role, I served as Chief Customer Officer at Calix from July 2018 to June 2023. During that time, I was responsible for our entire services portfolio and its associated P&L. As Calix transformed into a platform, cloud, and managed services company, my team played a critical role in helping customers adopt new technologies and realize the full value of their investments. We focused on driving customer success, accelerating time-to-value, and building long-term relationships that supported both our customers’ growth and our own.

While I haven’t yet served on a board with fiduciary responsibility, I’ve been actively involved in several executive advisory roles. I’m an Astia Advisor, supporting technology entrepreneurs in scaling their businesses, and I serve on the Presidential Industry Leadership Council for Smith College, where I help shape career development and entrepreneurship programs. I’ve been actively involved with the Fiber Broadband Association for approximately four years. During that time, I’ve grown increasingly engaged in its mission, committees, and initiatives that support the expansion of fiber and digital equity across North America.

Over the past four years, I’ve participated in several FBA committees and working groups. I began by engaging with the Women in Fiber committee and, this year, I stepped into a leadership role as Co-Chair of that committee. I also serve on the Sustainability Committee, where I contribute to current work comparing the environmental impact of fixed wireless and fiber, and upcoming efforts focused on LEO satellite vs. fiber sustainability.
Additionally, I’ve championed FBA-sponsored research, including the CORI study “Beyond Connectivity: The Role of Broadband in Rural Economic Growth and Resilience.” I helped amplify its findings by hosting one of the study’s authors on my quarterly LinkedIn Live broadcast, bringing broader visibility to the importance of fiber in rural development.

I’ve supported FBA events as part of the Calix team, contributing both in-person and through content development. As Co-Chair of the Women in Fiber Committee (alongside Candy Reim of MEC), I’ve helped lead the committee’s strategic direction and outreach.
Previously, I co-chaired the Professional Development working group within the Women in Fiber committee, where I collaborated with Tanna Hanna of ALLO to plan and host monthly webinars focused on leadership, career growth, and industry insights.
In the Sustainability Committee, I’ve contributed to ongoing work around fiber’s environmental advantages and helped shape future comparative studies. I’ve also supported the CORI research by referring customers for assessment and promoting the findings through my LinkedIn Live broadcast, helping extend its reach to industry leaders and decision-makers.
Please provide a short overview of your experience with telecommunications, fiber optics, and FTTH technologies.
Over the past 14+ years, I’ve worked extensively in the telecommunications industry, always with a strong business focus. At Microsoft, I led half of the U.S. Telecommunications, Media, and Entertainment business, a $350M full P&L portfolio that included systems, software, mobile devices, application hosting, and IPTV. My primary customers were Tier 1 and Tier 2 providers, and I managed both sell-to and sell-through go-to-market strategies.
Later, I led Microsoft’s go-to-market efforts across South America, partnering with major carriers like América Móvil, Claro, Telefónica, and Entel to bundle Office365 into their business services offerings. For the past seven years at Calix, I’ve been deeply involved in product planning across access, premises, cloud, and managed services. This requires a strong understanding of both the technical and business challenges our customers face in deploying and monetizing fiber and FTTH technologies.
Please describe the goals you would like to accomplish during your term as Fiber Broadband Association Board Member.
If elected to the FBA Board, I would focus on four key goals:
Reach: Expanding membership is essential to FBA’s long-term impact. I’ve proposed a Regional Ambassador program, currently being piloted within the Women in Fiber committee, to help drive local engagement and membership growth.
Engagement: Engaged members are more likely to stay involved and contribute. Drawing on my experience building vibrant customer communities at Salesforce and Calix, I can help FBA deepen member engagement and foster advocacy.
Value: I bring a strong business lens to the table. I want to help FBA build compelling business cases for fiber deployment, not just in terms of infrastructure, but in terms of subscriber connectivity and economic impact.
Enablement: Workforce development is a critical challenge. With my background leading education services and customer success teams, I can support FBA’s efforts to address skills gaps and prepare the workforce for the future of fiber, AI, and cybersecurity.

After working as a distributor in another industry for roughly 13 years, I joined AFL about 10 years ago. In my time at AFL, I have managed our Customer Service teams, been responsible for Distribution Channel Management, and for the last five years, held responsibilities for AFL’s Rural Fiber to the Home (RFTTH) initiative which includes a deep connection to the BEAD initiative. I have recently transitioned into our Market Development organization as the Director of Broadband Ecosystem Development.
On a personal level, I’ve been married for 21 years and have two children: a daughter who is a junior in high school and a son in 7th grade.
Please summarize why you consider yourself an excellent candidate for the FBA Board of Directors?
Having previously served on other boards, I have a reputation for bringing a collaborative approach to complex problems and driving to a solution. I find it exciting that the makeup of this Board would include my competitors, customers, as well as those with which I don’t have a direct professional relationship. All these groups coming together for the common good of driving the industry forward in a manner where all ships rise as the water level rises is something I would take great pride in.
Specific to our company, AFL has deep roots in the Energy and Broadband markets, and we have become a significant player in the Hyperscale / Data Center market. These markets are heavily reliant on fiber as a solution, and the background I have in these markets would provide guidance and expertise to the FBA.
There are plenty of qualified candidates, but I would add that I also bring the energy and eagerness to work with other board members, FBA staff, and the membership at large to promote and grow our industry.
Describe your current position and functional responsibilities to your company.
I have recently transitioned over to a team with strategic responsibilities for the overall direction of the Broadband market relative to opportunities for AFL. This is a mix of being customer-facing, market-facing and driving internal initiatives to support the customers and markets.
Examples of market-facing activities would include commitments like attending FBA events, presenting at industry events and serving on industry committees and boards. Thus, the commitment to the FBA would be fully supported by AFL.
What was your previous position, and how long did you hold that position before transitioning to your current one?
Previous position was Commercial Sales Director, with a focus on Rural Fiber to the Home (RFTTH). We focused on program management for multi-year RFTTH projects that employed an AFL solution for cable, connectivity, andhardware and accessories where applicable. For AFL, RFTTH represents a mix of T2/T3 service providers and telephone cooperatives, as well as electric cooperatives.

Served on the Thornblade Club Board of Governors from 2020 – 2025 (ending in May), where I was Secretary for two years, Vice President for one year, and President of the Board for the final two years.

Currently serve on the United Way Community Impact Board for my area, where I am in the first year of service.

I first served on the Marketing Committee a few years ago. I have recently joined the Public Policy Committee, including the Public Policy Manufacturing working group and the Public Policy State working group.

In the past, I have participated in FiberConnect as a member of a Keynote Panel (Orlando, 2023), participated in Fiber Day on the Hill in Spring 2025, and will attend the Legislative Fly and Regional FiberConnectevents thisfall. I have attended FiberConnect4of the last 5 years, beginning with Nashville in 2021. As I recall, that was one of the first big industry gatherings post-COVID.
Please provide a short overview of your experience with telecommunications, fiber optics, and FTTH technologies.
I have worked in the industry for the past 10 years, having the opportunity to touch all of AFL’s markets while serving as the Distribution Channel Manager. This would include Energy, Service Provider and Enterprise markets.
My most significant contributions have come in RFTTH, with focus on Electric Coops providing RFTTH with an ADSS architecture and distributed split to reach rural areas by following their power infrastructure. In the Service Provider market, my focus was primarily T2/T3 with a more traditional Broadband suite of products. Distributors and other partners were certainly involved in these efforts as well.
Please describe the goals you would like to accomplish during your term as Fiber Broadband Association Board Member.
Execute on BEAD – We have come too far as an industry and as an Association to see BEAD not bring a major impact to our industry. It has been frustrating, to say the least, which also makes it easy to lose focus. Providing a Broadband solution driven by fiber optic infrastructure to the unserved and underserved must not be sacrificed. Perseverance is critical.
Incorporate AI into opportunity for FBA members – I believe that the AI / Data Center / Hyperscale movement has significant staying power and significant fiber demand. It is imperative that our Association begins to understand how all parties, not just some large Hyperscalers, can benefit from the opportunities associated with AI. It is already apparent that those opportunities will include Data-Center Interconnect and Ultra Long Haul for Service Providers, but how else can our industry participate? That’s a key question facing our industry and Association.
Please describe the level of commitment (in terms of time and effort) that you intend to make to the Association during the three-year term.
I have the bandwidth and commitment from AFL to allow me to meet and exceed the requirements of the Board of Directors and would want to dive in with both feet!This would include board meetings, committee requirements, FiberConnect, Regional FiberConnects, Member Mingles, etc.

Jamie Pickup is an executive with deep experience in broadband and utility infrastructure. With over 20 years of experience in broadband she currently serves as Regional Vice President-Communications at Hubbell Utility Solutions. There she leads initiatives supporting outside plant materials and fiber deployments across the US. Jamie works with broadband providers, cooperatives, and tribal nations to deliver solutions that meet today’s challenges while preparing to meet the demands of both the grid and fiber for tomorrow.
Living in Rural America all of her life, Jamie is a passionate advocate for broadband and has seen firsthand how it can impact communities and families.
Today, Jamie and her family live in rural Oklahoma where she is active with her family (8 children and 9 grandchildren), community, and two spoiled French Bulldogs (Buddy Howlly and Ozzy Pawsbourne).

Professionally, I bring a unique perspective from across the broadband industry—having worked as a contractor, distributor, and now as Regional Vice President for Communications at Hubbell Utility Solutions. My expertise spans fiber splicing, supply chain management, and manufacturing. I’ve navigated complex challenges such as BABA requirements, deployments, and supply chain challenges. Every day, I feel that I am contributing in a meaningful way, playing a small part in our shared mission to connect communities and expand broadband access.

I feel fortunate to have gained extensive exposure to this industry and recognize that not everyone has the same opportunities. Describe your current position and functional responsibilities to your company.
I’m currently the Southeast Sales Executive and assist with other clients in various Engineering needs.
What was your previous position, and how long did you hold that position before transitioning to your current one?
I began working for Otelco(GoNetspeed), a local ISP in Alabama. This was in 2000. I handled inventory and engineering. As the company grew and the landscape changed, I was presented the opportunity to become Engineering Manager for our Alabama properties. Then in 2016-17 I was promoted to direct all of the OSP Engineering functions. In 2022, I felt the calling to move on from that position and landed at CHR Solutions.

Ariane Schaffer is the Head of Federal & State Public Policy for GFiber, an Alphabet company that provides Google Fiber and Google Fiber Webpass internet services to homes and businesses across the United States. Ariane joined the company in 2018 and focuses on advancing public policy to increase broadband deployments and realize digital equity for communities across the nation. In this role, she represents GFiber on a wide variety of issues impacting the business, including competition, utility safety, permitting reform, and taxes. Prior to joining Google Fiber, Ariane was Executive Briefer to the Governor of New York. Ariane holds a bachelor’s degree from American University’s School of Public Affairs in Washington, DC and graduated from the School of Public Affairs Leadership Program and University Honors Program. She interned in the White House in the Office of Public Engagement under President Obama as well served as Legislative Intern for the U.S. Representative Cedric L. Richmond. A New Orleans native, and currently lives in New York City.

I think I would be considered an excellent candidate for the Fiber Broadband Association Board of Directors due to my extensive professional experience in the fiber and telecommunications policy landscape and my proven leadership within the organization itself.

Executive Leadership at a Major Fiber Provider: I am the Head of Public Policy and Government Affairs for GFiber (Google Fiber), an Alphabet company that is a major player in deploying fiber and FTTH services across the United States. This provides the Board with a direct perspective from a prominent industry service provider.
Expertise in Public Policy and Broadband Deployment: My role focuses specifically on advancing public policy to increase broadband deployments and realize digital equity. I have expertise in crucial areas impacting the industry, such as competition, utility safety, and permitting reform. This expertise is vital for a trade association focused on policy and growth.
Direct Industry Involvement: I have already been serving a three-year term as a Board member for the FBA and has actively contributed to groups like the Public Policy Committee, showing a dedicated commitment to the FBA’s mission and operations.
Elevated Leadership Role: My election to Chair of the FBA Board for 2025 demonstrates that my peers and the association’s membership recognize my leadership capabilities and trust me to guide the organization’s strategic agenda during a historic period of fiber investment across North America.
Describe your current position and functional responsibilities to your company.
Setting Strategy and Vision I am responsible for setting the goals, strategy, and vision for the company’s policy priorities. This includes managing the development and advancement of our policy agenda with internal teams, external partners, and governmental bodies at the federal, state, and local levels. I work with internal and outside experts across disciplines like infrastructure deployment, tariffs, and taxes to develop comprehensive policy analysis and advocacy positions, often in collaboration with trade associations, think tanks, and academic groups.
Subject Matter Expertise and Internal Briefing I serve as a primary subject matter expert on regulatory and legislative matters impacting our business. My function is to internally brief senior leadership on these issues to inform key decisions. Externally, I represent the company on a wide variety of critical issues, including competition, utility safety, permitting reform, and taxes. I also serve as the company’s key liaison to influential public official coalitions and third-party groups, such as the National Governors Association (NGA), the National Conference of State Legislatures (NCSL), and the U.S. Conference of Mayors.
Strategic Communications and Advocacy My role includes executing comprehensive legislative, regulatory, and political advocacy strategies. I lead cross-functional teams to champion policies that support the accelerated deployment of fiber-optic infrastructure. I also manage external lobbyists to help identify and realize new business and expansion opportunities. A core part of this function is performing research and analysis, preparing high-quality, succinct analysis, and crafting written government filings and industry articles to effectively articulate and support the company’s public policy positions.
Executive Engagement and Business Development I am engaged in business development by creating and advising on strategies that leverage our company’s strengths, competitive advantage, and market differentiation in the context of public policy. I engage our various business units to communicate public policy issues and market developments, and then develop and execute comprehensive plans to address them, ensuring policy strategy is aligned with overall business objectives.

Most of my career has been dedicated to telecommunications, fiber optics, and Fiber-to-the-Home (FTTH) technologies. My experience is concentrated on public policy, government affairs, and industry leadership within the fiber broadband sector.
Please describe the goals you would like to accomplish during your term as Fiber Broadband Association Board Member.
My primary goal is to accelerate fiber deployment. The FBA needs a powerful, consistent voice in Washington and in every State Capitol. As your board member, I will focus on tangible wins to remove regulatory barriers that are slowing us down. That means:
Streamlining Permitting Reform so we can deploy faster.
Updating outdated Locates Laws to improve safety and efficiency.
And tackling the massive, industry-wide Workforce Development challenge head-on.
These are massive, multi-year projects, and no single company or single industry can do it alone. I will leverage my experience to forge essential cross-industry relationships, turning our policy goals into powerful, unified lobbying efforts.
Finally, we must grow our footprint. There are well over a thousand fiber companies deploying across the US—each one should be an FBA member. I will continue my work to make our association more relevant and more valuable to every single company deploying fiber, ensuring the FBA is the definitive voice of this industry.

I intend to continue to work with committees, travel to all FBA conferences and represent FBA’s interests at other industry conferences.
