Nominee Questionnaire

Please provide a short bio for voters to get to know you. Chuck leads All Points Broadband’s industry engagement, new fiber markets, and mergers and acquisitions that support the company’s delivery of utility-grade broadband to underserved markets throughout the region. Prior to joining All Points Broadband, he co-founded and spent 13 years growing Shelby Broadband, a highly successful hybrid-fiber-wireless company that later was acquired by All Points Broadband. With more than two decades in the field, Chuck is a nationally recognized industry leader who served as President and Chairman of the Board for the Wireless Internet Service Providers Association. In addition, he is a member-representative of the Fiber Broadband Association for the past three years.
Please explain why you consider yourself an excellent candidate for the Board of Directors of the Fiber Broadband Association. In the past 20 years of my service as a broadband provider, I have spent more than half of it as an advocate for rural broadband. I’ve been an advocate for the best tool in the toolbox and not just a focus on the fixed wireless industry. In 2011. I joined the Wireless Internet Service Provider’s Association, and held the position as Chairmain of the Board for 5 years. Also, during my tenure, I spent time guiding the multiple committees throughout the organization. I was also responsible for many trips to Washington DC to advocate on behalf of the industry. Whether it’s speaking to the FCC or talking to our leaders in DC, I have 5 years of experience leading WISPA in this industry. In 2014, I encouraged all WISPs to deploy Fiber by adding a Fiber day to our WISPAPALOOZA show.

I have been invited to speak in multiple sessions across multiple associations in our industry and continue to advocate for providing fiber rural broadband to unserved areas. I speak on behalf of ISPs in front of state government and county association events. I’ve also filled in on multiple panels when there is an absence. In short, I enjoy speaking about our industry and understand the many obstacles we face.

After building fiber in rural Kentucky for 5 years, I searched for a partner that could help us expand with private capital and joined All Points Broadband. Soon after, I was tasked with identifying unserved areas throughout rural Virginia, nurturing partnerships with cooperatives and investor owned utilities, and identifying available subsidies to build fiber broadband.

All Points was a participant in the Rural Digital Opportunity Fund and also participated heavily in Virginia’s VATI program to build fiber broadband into rural Virginia. Additionally, All Points secured an investment through SearchLight Capital Partners and added key members to it’s board including former FCC Chairman Ajit Pai. By the end of 2023, All Points has secured more than $380M in subsidies to build Fiber across rural Virginia to more than 100k homes.

Describe your current job and functional responsibilities. As SVP at All Points, I develop and design high level fiber networks to determine feasibility and cost assessment to enter new markets. Additionally, I guide the vision for the company’s network. In my current capacity, my team includes multiple government affairs members and GIS engineers. We work to expand fiber broadband access and empower communities by bringing utility-grade broadband to underserved markets and deploying fiber and state-of-the-art fixed-wireless technology to homes and businesses in Virginia and Kentucky.

Please provide a short overview of your experience with telecommunications, fiber optics, and FTTH technologies. For the past 20 years I have been deploying fiber and fixed wireless technologies in rural Virginia and Kentucky
Please describe the goals you would like to accomplish during your term as Fiber Broadband Association Board Member. I hope to help provide a perspective to the board from an independent service provider. As a provider, I truly understand the challenges we face, not only locally but on a federal level. I feel that we could add sessions to our national show to help encourage small and new entrants to the industry and help them engage with the association. I would seek to help support the FBA and provide support in Washington DC as needed. We have a large amount of political ties to help move the goals of the FBA forward.

Please describe the level of commitment (in terms of time and effort) that you intend to make to the Association during the three-year term. In my past years as a Board Member, I never missed a Board Meeting. I intend to participate fully as a Board Member and to participate in future events as needed. In the past, I have spent 10-30 hours per month as a Board Member. I fully intend to make this type of commitment to the FBA. During my first year, I intend to learn as much as I can from other Board Members, but would seek to obtain an officer level position in the future. I have the support of our CEO Jimmy Carr in this position.
