With 3,300 miles of Fiber-to-the-Home already deployed, Centranet seeks dark fiber routes to extend connectivity to Tulsa data centers.

City of Martinsville, Virginia: Innovation as a Service RFP
The City of Martinsville, Virginia has issued its Innovation as a Service RFP (September 2025), and Kaptivate–a FBA premier member–is seeking a team of partners (or a partner) to help the City plan, deploy, secure, and operate a municipal broadband initiative. Toward that end, Kaptivate is assembling a multidisciplinary response team, and we’re inviting Fiber Broadband Association members doing business in Virginia to participate.
What the RFP emphasizes
- Deployment & operations: outside/inside plant design, make-ready and permitting, materials and logistics, construction management, fiber splicing and testing, acceptance/turn-up, provisioning, NOC/OSS/BSS support, and service activation.
- Cybersecurity: security architecture and hardening for network elements, Zero Trust principles, vulnerability management, incident response planning/table-tops, SOC integration/monitoring, backup and disaster recovery, supply-chain risk management, compliance-aligned practices (e.g., NIST CSF/CIS Controls), and privacy-by-design for municipal data.
Where Kaptivate leads—and what they may need from you
Kaptivate’s focus is broadband adoption—making sure residents, small businesses, and community anchor institutions (schools, libraries, public safety, health, and workforce entities) actually use the network in ways that deliver measurable outcomes. They will lead:
- Community and stakeholder engagement, communications, and outreach
- Digital equity strategies, skills training, device and affordability support
- Use-case development with anchor institutions (telehealth, public safety, education, workforce, smart city pilots)
- Program management, reporting, and performance measurement
Kaptivate is looking for partners to cover complementary technical and operational needs, including:
- Engineering & deployment: OSP/ISP design, pole surveys/make-ready, construction, testing/verification, and acceptance
- Operations: NOC services, OSS/BSS integration, SLA design, and field service
- Cybersecurity: network security architecture, policy development, SOC services, IR playbooks, and ongoing monitoring/compliance
- Specialized capabilities: MDUs/enterprise drops, Wi-Fi/neutral host, data center/edge, inventory & logistics, and E-Rate/CAI integrations

The Confederated Tribes of Siletz Indians (CTSI): RFP for ISP Network and Operations Management Services Provider
The Confederated Tribes of Siletz Indians (CTSI) issued a Request for Proposals (RFP) for vendors to supply and deliver broadband network materials to support their infrastructure deployment in Lincoln County, Oregon. Vendors must provide new, high-quality materials that meet federal and tribal requirements, including Build America, Buy America (BABA) provisions. Proposals will be evaluated on cost competitiveness, delivery schedule, compliance with specifications, support services, and Indian preference. Qualified vendors will be added to CTSI’s Qualified Bidders List, and selected partners must ensure timely, compliant delivery to support broadband construction milestones.

The Confederated Tribes of Siletz Indians (CTSI) is seeking qualified vendors to supply and deliver materials for its broadband infrastructure deployment in Lincoln County, Oregon. This procurement supports CTSI’s efforts to expand reliable, high-capacity broadband service using federal funding. Vendors must provide new, defect-free materials that meet all specifications, comply with “Build America, Buy America” provisions, and align with CTSI’s Tribal Plan of Operations. Proposals will be evaluated on cost, delivery schedule, compliance, support services, and Indian preference.
